国内药典是<0.3mg。

对比USP: until two consecutive weighings of the residue do not differ by more than 0.5 mg or until the percentage of residue complies with the limit in

the individual monograph.

EP: 2 consecutive weighings do not differ by more than 0.5 mg or until the percentage of residue complies with the prescribed limit.

都很明确的指出了是not more than , 也就是≤

应为＜0.3mg。若表述为“不高于0.3mg”, 则是≤0.3mg。
